How do you evacuate twenty million People from a new dead zone,
that will never be inhabitable again.

If you shut down the New York Nuclear Reactor,
there is nowhere to take the nuclear waste.

We have Nuclear waste leaking into the ground, into underground water, into rivers and into the air we breathe for the last seventy years now,
along with obscene amounts of Nuclear Waste intentionally dumped into the Ocean,
by Governments all over the world, including the United States, Russia and Japan,
causing Birth Defects, Toxic Illness, many new Diseases and Death.

Nuclear Power plants are Subsidized by the U.S. Government,
with taxpayer dollars.
The U.S. Government protects profits for entity’s,
before Human Life.

The Damaged Reactors are now Junk,
The Reactor Site is a ~ new ~ Dead Zone,
There are rising levels of radiation in the ocean,
the drinking water, the milk and food,

Now your buying time in an emergency, to reduce death and destruction.
Why ?
Why are there no back up generators being delivered with in ~ only ~ hours of the
~Power ~ ~ Fail-safe ~~ Failure ~
of a Nuclear ~ Fail-safe ~ Power plant ?
It would only take ~ less than hours ~ to replace back up power generators, to any military operation on this planet,
But
not to a Failing Nuclear Power Plant, causing death and destruction.
Why ?
You tell me, and we will both know.

The Exhaust from Fire Engines running, used to pump sea water in to a Nuclear Reactors melting down, would produce enough inert gas to prevent an explosion from the build up of Hydrogen, and the inert gas would also dilute the leaking radiation, to lower levels, before venting to the atmosphere.
What would I do?
~ Not Build Nuclear Reactors ~
The best way to deal with the Hydrogen and Radiation in the reactor outer containment is to flood the reactors with CO2 (carbon dioxide) or car exhaust, (Nitrogen and CO2)
The inert gases will prevent the hydrogen from burning or exploding, and it will dilute the Radiation before venting to the atmosphere, giving a little more time to possibly restore power, to see if the cooling pumps work, while preparing to cover and seal the damaged reactors with cement.
If there were some super giant sized weather balloons in their emergency tool kit, with detonation devises, they could remove the hydrogen and radiation gases from the outer containment, and when the released balloons reach the highest altitude possible, detonate the balloons, discharging the radioactive gases in a safer place, preventing any further immediate direct harm or damage to human life or the reactor.
If there is a reactor not damaged beyond its ability to generate electricity, they still could not produce power to run the pumps for the cooling system anyway, because all the controls for the power plant rely on an outside power source, and if they could produce their own power, the computers controlling the reactor will not allow an emergency start up, and there is probably no emergency over ride for a restart for emergency power to recharge batteries and run the cooling system to prevent total meltdown.
There is no such thing as Fail Safe, but there are very important factors over looked.
If a back up system included adding anti-freeze/coolant to the cooling pools, it would improve the cooling capacity and stop the production of Hydrogen, other wise known as rocket fuel, causing the explosions, the antifreeze/coolant will trap the water and radiation, and if it finds it way out side the containment building, it will not evaporate and contaminate the air, and because the anti-freeze/coolant is dark green, you can see where it is leaking from, also allowing you to see it, out side on the ground, so you can cover it with floor dry and charcoal, mixed with raw powdered cement and ash, the cement charcoal mix will become a clay, to seal in plastic, then cement again, then bury, and hope no one digs it up over the next 30,000 years.
If Liquid Nitrogen was stored above the spent fuel rods at ~minus~ 400 degrees, it could be dropped on the cooling tank, possibly freezing exposed spent fuel rods, while insulating them, slowing radiation leakage, as the liquid nitrogen instantly turns into gas, (filling the containment building with non-flammable gas), while further preventing a hydrogen explosion, while diluting possible radiation leaking in to the air.
If there was Charcoal in the buildings above the cooling pools it would absorb hydrogen,
contaminated with radiation.

If

Carbon dioxide or nitrogen or exhaust were in the containment vessels 24/7, there would be no corrosion inside the vessel, prolonging the life of the reactor, while preventing any explosion, caused by fuel requiring oxygen to burn,
~ So ~
do not use magnesium in any parts or components in the reactor,
burning pure magnesium ~ will ~ continue to burn, when you pour water on it.
~
Using sea water is the last resort, if using sea water to cool nuclear waste fuel rods that take five to six years to cool, (and are harmful to all life forever) then you are possibly expelling sea water back it to the ocean before it reaches a boiling point, then contaminating the ocean.
By the time you are using sea water to cool reactors, the reactors are trash.
I would not be swimming in or fishing from the ocean around the waters of Japan,
the air is going to cause birth defects.
If they could have filled the buildings with carbon dioxide or nitrogen or exhaust, the Hydrogen fuel could not burn, saving containment buildings and slowing further melt down, and the leaking Radiation would be diluted, before going in to the atmosphere.
The back up Generators should of been located indoors on the top floor, with the engines exhaust going in to the containment vessel preventing fire and explosion of the hydrogen, while diluting possible radiation already leaking.
How about a giant biosphere over and under the entire power plant, that can be filled under and over, with very fast drying cement in a hurry, or a pre-built tomb to lower damaged reactors in to forever.

I have always been against Nuclear Energy, and for some reason, no one, or place wants the Nuclear Waste, that is still leaking and contaminating the environment and water and oceans all around the world.
Nuclear Power Plants are Terrorist Targets, what happens when Terrorist hit all Nuclear Power Plants, all at the same time?
How do you evacuate twenty million souls, living next to a nuclear power plant melting?

There is always going to be, ~ The What If ~ that no one thought of, or about.
Oil (Hydrocarbon) Hydrogen and carbon,
is from dead carbon based life, and is bio-degradable.
Radiation is not bio-degradable.
This will not be the last nuclear melt down.
One day there will be nuclear waste leaking from hundreds of sites.
All the waste storage sites, are over full, and there is nowhere to take the spent nuclear fuel, that is stock piled at reactor sites.
The best place to send nuclear waste, the sun.

For over forty years Nuclear waste has been leaking into the ocean from the Columbia River, from The State of Washington on the Oregon border ~ U.S.A. ~
Why?
Because Nuclear waste is leaking into the Columbia River from a underground Nuclear waste storage site, next to the Columbia River, in the State of Washington U.S.A.

It would only cost the World two billion dollars to stop nuclear waste leaking from Chernobyl, but only for about 100 years.
Radiation has been leaking from Chernobyl for over twenty five years.
We now know from Chernobyl,
that small levels of leaking radiation cause very severe birth defects.
CO2 is the cause of all carbon based Life and Energy, and here we are spending Billions of Dollars on ~ just ~ the argument of carbon, on this carbon based planet, with carbon based life, and maybe Trillions of Dollars, trying to remove the cause of all carbon based Life and Energy, from this carbon based planet, where everything on this planet has carbon in it.

We are born with carbon and dioxide in our bodies, we are not born with radiation in our bodies, we are ~ not worried ~ about the ~ causes ~ ending Life,
while trying despairingly to stop the cause of all carbon based Life and Energy on this carbon based planet.

so the fuel tank does not explode.
