It would only take ~ less than hours ~ to replace back up power generators, to any military operation on this planet,<\/p>\n

not to a Failing Nuclear Power Plant, causing death and\u00a0destruction.<\/p>\n
Why ?<\/p>\n

The Exhaust from Fire Engines running, used to pump sea water in to a Nuclear Reactors melting down, would produce enough inert gas to prevent an explosion from the build up of Hydrogen, and the inert gas would also dilute the leaking\u00a0radiation, to lower levels, before venting to the atmosphere.<\/p>\n
What would I do?<\/p>\n
~ Not Build Nuclear Reactors ~<\/p>\n
The best way to deal with the Hydrogen and Radiation in the reactor outer containment is to flood the reactors with CO2 (carbon dioxide) or car exhaust, (Nitrogen and CO2)<\/p>\n
The inert gases will prevent the hydrogen from burning or exploding, and it will\u00a0dilute the Radiation before venting to the atmosphere, giving a little more time to\u00a0possibly restore power, to see if the cooling pumps work, while preparing to cover and seal the damaged reactors with cement.<\/p>\n
If there were some super giant sized weather\u00a0balloons in their emergency tool kit, with\u00a0detonation devises, they could remove the hydrogen and radiation gases from the\u00a0outer\u00a0containment, and when the released balloons reach the highest\u00a0altitude\u00a0possible, detonate the balloons,\u00a0discharging the radioactive gases in a safer place,\u00a0preventing any further immediate direct harm or damage to human life or the reactor.<\/p>\n
If there is a\u00a0reactor not damaged beyond its ability to generate\u00a0electricity, they still could not produce power to run the pumps for the cooling system anyway, because all the controls for the power plant rely on an outside power source, and if they could produce their own power, the computers\u00a0controlling the reactor will not allow an emergency start up, and there is probably no emergency over ride for a restart for emergency power to recharge batteries and run the cooling system to prevent\u00a0total meltdown.<\/p>\n
There is no such thing as Fail Safe, but there are very important factors over looked.<\/p>\n
If a back up system included adding anti-freeze\/coolant to the cooling pools, it would\u00a0improve the cooling\u00a0capacity and stop the production of Hydrogen, other wise known as rocket fuel, causing the explosions, the antifreeze\/coolant will trap the water and radiation, and if it finds it way out side the containment\u00a0building, it will not evaporate and contaminate the air, and because the anti-freeze\/coolant is dark green, you can see where it is leaking from, also allowing you to see it, out side on the ground, so you can cover it with floor dry and charcoal,\u00a0mixed with raw\u00a0powdered\u00a0cement and ash, the cement charcoal mix will become a clay, to\u00a0seal in plastic, then cement again, then bury, and hope no one\u00a0digs\u00a0it up over the next 30,000 years.<\/p>\n
If Liquid Nitrogen was stored above the spent fuel rods at ~minus~ 400 degrees, it could be\u00a0dropped on the cooling tank,\u00a0possibly\u00a0freezing exposed spent fuel rods, while insulating them, slowing radiation leakage, as the liquid\u00a0nitrogen instantly turns into gas, (filling the\u00a0containment\u00a0building with non-flammable\u00a0gas), while further preventing a hydrogen explosion, while\u00a0diluting possible radiation leaking in to the air.<\/p>\n
If there was Charcoal in the\u00a0buildings above the cooling pools it would absorb\u00a0hydrogen,<\/p>\n
contaminated with radiation.<\/p>\n

If<\/p>\n

Carbon dioxide or nitrogen or exhaust were in the containment\u00a0vessels 24\/7, there would be no\u00a0corrosion inside the\u00a0vessel, prolonging the life of the reactor, while preventing any explosion, caused by fuel requiring oxygen to burn,<\/p>\n
~ So ~<\/p>\n
do not use\u00a0magnesium in any parts or\u00a0components\u00a0in the\u00a0reactor,<\/p>\n
burning pure magnesium ~ will ~\u00a0continue\u00a0to burn, when you pour water on it.<\/p>\n
~<\/p>\n
Using sea water is the last resort, if using sea water to cool nuclear waste fuel rods that take five to six years to cool, (and are\u00a0harmful to all life forever)\u00a0then you are\u00a0possibly\u00a0expelling sea water back it to the ocean before it reaches a boiling point, then contaminating the ocean.<\/p>\n
By the time you are using sea water to cool reactors, the reactors are trash.<\/p>\n
I would not be\u00a0swimming in\u00a0or fishing from the ocean around the waters of Japan,<\/p>\n
the air is going to cause birth defects.<\/p>\n
If they could have filled the\u00a0buildings\u00a0with carbon dioxide or nitrogen or exhaust, the Hydrogen fuel could not burn, saving\u00a0containment buildings and slowing further melt down, and the leaking Radiation would be diluted, before going in to the atmosphere.<\/p>\n
The back up Generators should of been located indoors on the top floor, with the engines exhaust going in to the containment vessel\u00a0preventing fire and explosion\u00a0of the hydrogen,\u00a0while diluting\u00a0possible radiation already leaking.<\/p>\n
How about a giant\u00a0biosphere over and under the entire power plant, that can be filled under and over, with very fast drying cement in a hurry, or a\u00a0pre-built\u00a0tomb to lower damaged reactors in to forever.<\/p>\n
